Final Suspension

When it is determined an individual is suspended for a given amount of time.

Nicki or Nicole Tosi

Nicki or Nicole Tosi AKA Elizabeth Nicole Tosi has a permanent restraining order, preventing her from visiting the Rawlings Library. 

She may visit other library locations.  

NOTE: If seen at the Rawlings Library, call 911 to report her presence. 

She is eligible for review of reinstatement on 03/28/2025. Must meet with Manager of Security Services.  

Robert Williams 3.24.24 (RA)

He is eligible for reinstatement on 11/28/2026

Do not approach contact security and/or non-emergency dispatch. Has threatened staff before.

This unnamed patron has been suspended from all PCCLD locations for Repeated Level 1 Offense and Misuse of Restroom. This patron has been repeatedly asked to refrain from being in or on library property. Repeatedly Trespassing. Patron threatened staff with a weapon.  

Trespassing on 09/08/2024. Trespassing on 12/03/2025. Requesting a 12-month extension for suspension status. 

Dalton Rincon aka Rick (GI)

Dalton Rincon aka Rick has been suspended from all PCCLD locations for Sexual Misconduct, Voyeurism, stalking, public indecency at the Giodone branch. 

If seen in any library location contact non-emergency law enforcement to have him formally trespassed. Reference case #24s0006867

Eligibility will be determined after one year.  

Gloria Katherine Gonzalez

Gloria Katherine Gonzalez has been suspended from all PCCLD locations for Alcohol or Controlled Substance, Harassment/Threats, Refusing to Leave, and Repeated Level 1 Offenses. She has been formally trespassed by police.

She MUST be reinstated by the Manager of Security 

Previous Submission: Gloria Katherine Gonzalez has been reinstated.

Previous Submission: Lori has been suspended from all library locations for Disturbance, Impaired, Incoherent, Risky Behavior at the Rawlings branch. 

Zachary Forshee

Zachary Forshee has been suspended from all PCCLD locations for Disruptive Behavior, Weapons, and Harassment, Threats 04/03/2024.  

He has been formally trespassed. Reference case #2400054045

He MUST be reinstated by the Rawlings Security Manager 

 

Previous Submission: Zachary Forshee has met with the Manager of Security Services. He has been reinstated on 03/25/2024.
