Caucasian Male with darker possibly tanned complexion, 6'5", mid-late 50's, slender build, salt & pepper curly hair and thick facial hair; little attention to hygiene. Hands appeared darkened, black in coloration from dirt. Layered clothing with heavy canvas-type coat. Carries 3-4 larger plactic grocery style bags containing personal belongings, including a seeping bag, rolled neatly. Individual presented speech difficulties and was hard to understand when addressed/welcomed prior to incident. Identified himself as Steve Gills when name requested at item recovery.
